What is it?

Went for a walk with my hubby looking at the water. This thing started swimming toward us. We couldn't tell what it was. He thought it was shark or a dolphin, and it was getting closer and closer. Then all of a sudden it turned into a surfer. We felt pretty silly when we realized what it was.
