Oh Really?

I spotted this sign near to where I live and I just found it so funny.

Why does putting 'To Whom it May Concern' make people think it sounds kind of official? And I love the 'dog or dogs'. As for the use of the word 'crap', I laughed out loud at the use of the vernacular in what purports to be a serious notice. Lastly, I doubt if the Council has any intention of 'monitoring the situation'.

A spelling mistake would have made my day...
