Whose the man in the Cossack style Hat?

On a walk today, ended up walking past the Guildhall and encountered part of a Remembrance Ceremony. Curious to know who this man is?
The other possible blip for today was a canal boat overturned in a lock on the Kennet & Avon canal, the result of a Stag Do, apparently.
