Mystery mono-(ish)

Fantastic day at work - busy but very productive.

Today's late night mystery mono is a challenge - any ideas without Google?

For extra information, believe it was made in Sheffield from stainless steel over 30 years ago, possibly as far back as the 1960s. They were never very common and are quite rare now. It's not very valuable, £5 if in good condition.
