Public bike repair stand

I'm thinking this is a stupid idea. A stand with a selection of bike tools tethered on wires available for the public to use.

So why is it stupid?

A. You'd need to break down near it.
B. You need to know where one is located.
C. My guess is cyclists will carry a limited set of tools with them.
D. The tethered nature of the tools may make them difficult to use.

I'm just sayin' :)
