Smokers refuge

On the campus where I am working, it is forbidden to smoke outside these designated smoker dugouts.

Weird.

They build 5 of them scattered throughout the campus. Till now I did not see many smokers inside these shelters, despite the freezing weather of the last months.

I think they look like bus stops.
