Is this ok?!!!

I saw this on the back of a van today. Are there any New Zealand blippers who work with the law? If so I want to ask - Is this ok? I feel sorry for any parents of young kids who might see this and ask questions. I just don't think it's an appropriate message to be written in public. What about in other countries - would this be acceptable?!
