High-rise blues: about to be low-rise?

This building, almost completed, is the target of a lawsuit. Seems they didn't have the right to build it where they did. By law, the city can make them move it, but the law is usually applied to structure a bit smaller, like sheds and such. So, construction is halted while they figure out what to do.
