Mono-Monday - Change

The fence around the boy's secondary school has been changed from a ramshackled wooden one to a severe metal one. Is this to keep the boys in or the general public out?

Its a sign of change in our community that schools now have to be surrounded by prison like fences to keep the students safe .  The fence clearly needed repairing but the new one makes a different statement.
