Where's the fire?

I saw this coming back to work from a meeting. It got much worse than this but we never heard or saw a fire engine. I couldn't tell if it was coming from a street or from yards behind the houses.

It is an odd feeling seeing something so out of place in the city. You wonder what the story is behind it.
