Strange goings on!

Well I have noticed that there often seems to be washing on the line in the garden here even when it's raining. I thought that this was odd, but maybe they hang it up, go to work, it rains?
However today I witnessed a neighbour hanging the washing as it rained heavily!! (I couldnt blip the act as it is probably illegal these days!)
Anyway to those involved - make it stop raining!!!
