...would blind a visually impaired people please keep to the left!

Can someone tell me why East Lothian Council spent 4 months getting 100 meters of new path laid, for them to then only cover half of the end that opens directly onto a road with 'blind warning' paving slabs?

Ah good to see they are not wasting my council tax.
