Yes, this is exactly what it looks like, a massive circular chunk cut out of a building and turning slowly through 36o degrees on a huge axle. It's an artwork just outside Moorfields Station in Liverpool showcasing the engineering skills associated with the city. The punters making their way to the Grand National, many of them Irish, were mesemerised by it.
