They're busy renovating my part of town, pumping 1.4 billion euros into it over a period of almost 20 years. By around 2015, all 200,000 inhabitants are supposed to have upgraded to an average standard of living. What this upgrading really means is that they're pushing most of the poorer people out and replacing them with a more affluent population.
