A mysterious wee chap

This metal statue was found in the basement of my daughter's old office in Jersey
We dont know what metal it is but possibly stainless steel.
there is a name on it signed J.Clevlys but we are not sure of the spelling,sounds French.
My daughters Boss was clearing the place out and Dianne liked it so asked what he was doing with it and he said take it if you want.
What I really need is the Antiques road show but it weighs about 15 kilos and I could not carry it so any dealers or enthusiasts out there who can help.
By the way he is not that clever the book was thrown down by one of the kids as I was taking the photo so I left it for effect
