Needs Maintaining better..

Like a lot of cemetries in this country, this one has many graves that are early 1900s and to be honest the condition of most of them isnt good, There is a sign in this one that states that graves thats are delicate will have a yellow ribbon on it so please be careful..

I ask, wouldnt it better to try and make these graves safer instead of putting a ribbon on them?
