To be Frank

I have no idea what this represents. Someone named Frank used to live there, is now dead, and someone thinks he's in heaven? Someone named Frank lives there, is still alive, and has a high opinion of himself and tells visitors "Look for the angel with 'Frank' around its neck"? An Alaskan expat and member of Fiscally Responsible Alaskans Needing Knowledge lives there? Who knows?
