Any ideas?

Taking a walk with the kids and the dogs I came across this sticking out of a hedgerow. It looks like a moss but it was growing on the flower head of a rose about 6 feet above the road and proud of the hedge by a foot or so.

If anybody knows what it is I am keen to find out.
