Hot and silly

OK, that water was really hot, enough to kill of Legionella several times.

So should I interpret this railway station public restroom tap setup as
"The water is so bloody hot so you can't use it without getting scalded, but at the same time we don't supply a sink plug so you'll have to wash your hands in the cold water, thus not getting them properly cleaned. This has worked for generations in this country so why should we change our taps to single mixers as the rest of the civilised world".

Or am I missing something here?
