CD protection thingy and life's questions

So what's on this plastic fake CD that comes with spindles to make it all oily and stuff, and why are those things there in the first place?

A hard question, right up there with "If a tree falls in the forest and no-one is there to hear it, can you take the wood home to burn?", and "If you clap with one hand, should I turn the other cheek?"
