French signs ...

It's almost impossible to read in this photo, but can anyone shed any light on why the "no smoking" signs at Aberdeen bus station are in French and English (with the French first). It's not like it's St Pancras Station!

Terrible quality photo because it's taken on my mobile, which seems to have a 0.01megapixal camera. On a related note, does anyone have any recs for a phone that takes good quality pictures, as I'm seriously thinking about replacing both my compact camera and my phone with one device.
