these boots were made for walking ?

Use a car park in town a lot and there always appears to be shoes / boots dangling from telephone lines Today I counted four sets and these ones caught my attention. They looked in remarkably good nick I am not sure who is responsible The council / or someone obviously takes them down but a day or two later some appear again
I wonder if they are size eleven.
