It's a sign

I find the language used in signs really interesting as it always makes me think about who decided to put a sign up and why they chose the language they did.
This makes me think -
Well what is it then?
Just because it isn't a play area does it mean children can't play there?
Can adults play there?
Is it for pigeons?
