A minimalist dresser

On a late October (today that is) afternoon I happened upon a very lightly dressed man in central Maidstone. I was immediately overcome with curiosity. Why cloth cap but no shirt or sweater? Why was he just hanging about outside when the positioning of his hands seemed to indicate that he was in fact feeling the cold? As it was certainly none of my business I didn't ask but settled for taking a surreptitious picture, but any theories, fanciful or mundane, would be much appreciated.
