Broken loo

There's something wrong with our toilet. We inherited it with the house. Unfortunately, I cannot work out how to remove the top. I've tried lifting it, unscrew the plunger but nothing works. Oh, and please excuse the dodgy plastering if you can make it out. The previous occupants decided to plaster up to the cistern rather than carry on behind it...
