Hunting on the beach?

We can't figure out what this is. Huddles of men suddenly appeared on the dunes. They seem to have nets and occasionally you see them running - why?? To catch birds and put them in thee cages? I didn't liek to go too near in case I frightened away whatever they are hunting. Also maybe it's not legal? Anyway this is one of the cages.
