The Blue Gloves belong to the government, but they are unknown even to most the Alliance leaders. They seem to be in charge of a secret program to turn gifted kids into living weapons. They always work in pairs and wear blue gloves (Hence River's ditty "Two by two, hands are blue..."). It is known that in their program they perform surgery on the subject's brains to free their psychic potential. It is also known that the subjects suffer inmensely at their hands. The value of a kid in the program is high enough to justify full access to any medium to recover a fugitive, like River Tam. Also, the Blue Gloves do not leave survivors behind, not even if they are on their side. They operate small devices that seem to burst people's brains.
