The city of scooters

If Beijing is the city of bicycles, Taipei would be the City of scooters. The Government has decided to charge for parking near Taipei main station 20NTD/day. But, it would be unfair for people who live there. There are so many scooters parked on the street around Shimendin in the midnight.
