Priorities

City of Edinburgh Council road dept shows it's priorities. Ten of it's staff standing around on their shovels in Parliament Square while the rest of the city can't have refuse removal or minibuses to take kids to special schools. Three lorries, all with engines running and men keeping warm in the cab. Shocking.
