Helpful hedge or topiary totty?

I pass this lady every time I go to the supermarket. She's stood there by the road for as long as I can remember but I've never worked out what she's pointing at. Looking at my photo now, I think maybe she's actually doing some kind of exotic dance!

I've tried to get a decent shot of her a few times but dark green against dark green is not the best combination! This morning, on my way to do the dreaded big Christmas shop, she was covered in a fine dusting of snow and seemed to stand out much better against the background so I had another go. I still ended up having to mess about with the colours a bit afterwards but at least I've finally managed to get something vaguely recognisable!
