This is the connection track to deliver coal to the inactive Russell station electricity generating plant. Probably to be removed soon. The plant was the only plant that kept power to most of Rochester during the last east coast blackout and instead of converting it to a garbage burning=biomass plant it and the supporting rail structure will most likely be scrapped.
