Kept in...or out?

York has been a walled city since forever. The Victorians decided the walls would make a nice promenade and made some adjustments so it's now a lovely afternoon stroll on a sunny day.

I like the walls. But I often wonder about them. Do walls do a better job of keeping people out, or of preserving what is within?

I wonder if I do too much walling...
