Crime Doesn't Pay

Saw these orange vested figures at the side of the road. 'Quick! Get the camera on!' Snapped this just as the light changed. "S.L.A.P." inscribed on the vests tells me that the men had committed some simple crime. Unpaid traffic tickets? Possession of marijuana? Graffiti? Poor guys.
I'm back blipping again.
