No way or which way?

Although it has the look of a compass rose this is actually a serious bit of wall-top deterrent to put off would-be intruders. A lot more visually appealing than a wall embedded with broken glass. Perhaps a metaphor for criticism - it appears hard and spiky at first but is it really a pointer of where to go next, to make things better.
