"Rolling Road Block"

I have never witnessed a "Rolling Road Block" until Sunday going to church.

Apparently the police slow all the traffic down by driving in front at a very slow pace while we follow until whatever is going on up ahead is cleared and then we are all free to go at the normal speed.
