An amateur style of plowing snow

I took this picture in Helsinki and the two people are unknown to me. I want to emphasize this, because as a quite "proffesional" snow plower I should say that with that equipment and style we were desperate in opening our road on weekends.
I don't even know why they did it, because here in the city the janitors clean the roads by the help of tractors.
