Health and Safety

There is a small cemetery near our house, in which a number of the stones are pushed over. My first time walking through it I assumed it was heavily targeted by vandals. Later I noticed a sign explaining that the stones were laid flat for safety concerns. I would have expected the risk of a stone unexpectedly falling on someone to be about the same risk of being haunted for pushing someones gravestone over.
