Overflow pipe

I spotted this overflow pipe on East Preston beach a while ago. It has a constant flow of water (clean) coming from it and running onto the beach.

Not sure where it comes from, or what it's history is, but it's quite a monstrous thing, so I'm sure there's a reason for it still being there.
