Frozen pipes

It's been -20 to -36 C for about two weeks. Last Sunday the cold water pipe of our bathroom froze. Property maintenance guys got water flowing again by warming them with electricity. This morning the pipes were frozen again so I had to call the property maintenance company again. Now I prevent pipes from freezing by letting cold water flow, just about one drop every couple of seconds should be enough.
