What have they done?

Since losing Chester last October I haven't really walked around my lovely local park ( it's not the same on your own!) However, driving past last week I couldn't help but notice this huge framework which has suddenly appeared. The dog-walkers have lost a lot of their usual walks but it seems that we are to gain a new Rugby Stadium. Mmmm - I wonder if it will be used?
