Dundee old, new and soon to be demolished - the reflection in the glass is Tayside House, home of the old Tayside Regional Council then Dundee City Council (some of its departments anyway), built once upon a time not that long ago, due to come down... last year, apparently.
Good riddance to bad rubbish.
