Dog gone gone bike

Here is a bike in our condo's bike rack. Seems like it is missing an important part or two. A couple days ago, I blipped a bike with two flats. Well, this bike is even worse. In an emergency, I don't think anyone would get very far on this bike.

We have been having problems with unknown people coming under the cloak of darkness to borrow bikes. They must be only borrowing them, because on occasion people get calls from the police that say their borrowed bike is ready to be returned. My first commuter bike was borrowed two and a half years ago. I am still waiting for the call. My new commuter bike and road bike are locked up in my storage unit.

But what is with this bike? Why not get new wheels? Why would someone just lock up the frame to gather dust. This rack is next to the garage's elevator so each time the owner went to his car, he would see this skeleton. That would irk me even more. Oh well, it isn't my bike. It doesn't bother me. Maybe someone, someday will claim what is left and make it rideable again.
