British balloons?!

I noticed these balloons today looking out of a window at the office. Amongst the battered corrugated iron sheets and chimneys they stood out. They seemed to be attached to the roof overlooking an internal courtyard of a neighbouring building. I'm not sure what happened to them, but they weren't there later on. I think they had helium in them so perhaps they floated away - now that would have been a good blip!

I'm not sure what the colours represent, the Azerbaijani flag is red, blue and green. My first thought was 'British colours' but of course it could well be Russian here.
