early decorations?

In Liverpool Street this morning and snapping away at the steelwork (I keep on trying to take a photo half as good as Edward Bawden's print) I spotted these hanging from one of the rods.

I'm not sure if they're this years decorations waiting to be inflated or last years that have lost their air
