Panic in the Town Hall!

First covering of snow this winter. Cooncils panic. Taxes will have to rise. Not enough salt to go around. This was unexpected says Councillor of minor importance. Opposition cooncillors try to make capital out of (yet to happen) road chaos. Schools close, factories finish early. Panic buying - supermarkets increase prices. Filling stations running out of fuel. TV stations spread fear, panic, gloom (wish they'd spread grit). Tomorrow, thaw, flooding, media spread panic....
