Where's the party?

I had to duck out of work today to visit the docs and on the way back I spotted these star shaped helium balloons. How did they get there? Whose wedding have they escaped from?

I loved the sugary colours against the metro line railings and after yesterday's desperate blip it was lovely to come across something unexpected.
