What in the world?

I couldn't help wondering what in the world this man was doing that put the deer to flight. This is the last of four or five does that he and his little white dog (not caught on camera) seemed to be harassing. Doesn't he know they are wild animals? Doesn't he know one crack with a sharp hoof would be the end of his little dog? Doesn't he know the park should be a sanctuary for the deer? Am I missing something?
