How do you deal with noisy neighbours?

Noticed this on my wanderings in the village, on the way back from collecting the paper this morning. Wonder if they get many residents?

There is a cable hanging out of the bottom of the box, so it may have been connected to a camera at one time, but no longer.

I did the weekly check on our TV to see if we have any residents yet, but the box is still empty.To let
