Street Art? Or making a point?

I've seen and like the many postings of street art on blip, so I thought I'd do my own.

Is it art, graffiti or vandalism? I do have an opinion, but I'm not telling you what it is, and I'm not even going to have a moan about it! Never noticed this dramatic doodle before, it must have been done recently, as I've walked along this street many times before. Admittedly not recently though. Its around the back of an art college, so perhaps a student revising for exams? Must have used gallons of paint.
