Spiky promise

This striking bud will eventually burst out of its top into a lovely spiky blue-purple flower. The plant has been present in my garden since I moved in nearly 20 years ago and reliably comes up every year. I think it is known as a Mountain Cornflower - but is anyone knows better I would love to know.
